Narrative:
After spending time in the holding pattern followed by numerous radar vectors and airspeed reductions, we arrived on final approach to runway 22L at ewr airport with less than 7000 pounds of fuel. The airplane landing ahead of us did not vacate the runway in time so a go around was accomplished. Initial altitude given was 5000 ft. The captain asked me to declare 'minimum fuel' which I did. New york radar then asked us how much fuel we had remaining. The captain said 'we need to be on the ground in 10 mins.' I repeated that to new york. By this time we were climbing through approximately 2500 ft at high rate of climb. We were then told to maintain 3000 ft. We overshot the altitude by 400 ft and then immediately returned to 3000 ft. New york radar said 'understand you have 10 mins fuel remaining.' I said, 'negative.' apparently new york declared an emergency and called out the fire trucks anyway. Landing was made without incident.

Title: APCH CTLR DECLARES AN EMER CONDITION FOR ACR MLG AFTER THE CREW HAS ADVISED CTLR THAT A MINIMUM FUEL STATUS EXISTS AFTER AN UNPLANNED GAR AT EWR.
Narrative: AFTER SPENDING TIME IN THE HOLDING PATTERN FOLLOWED BY NUMEROUS RADAR VECTORS AND AIRSPD REDUCTIONS, WE ARRIVED ON FINAL APCH TO RWY 22L AT EWR ARPT WITH LESS THAN 7000 LBS OF FUEL. THE AIRPLANE LNDG AHEAD OF US DID NOT VACATE THE RWY IN TIME SO A GAR WAS ACCOMPLISHED. INITIAL ALT GIVEN WAS 5000 FT. THE CAPT ASKED ME TO DECLARE 'MINIMUM FUEL' WHICH I DID.
