Narrative:

Upon arrival into msp the approach controller issued numerous airspeed and altitude changes. Upon a slow descent to 6000 ft, approaching 6100 ft, the TCASII displayed 2 targets -- one target at 12-1 O'clock (plus 02) 200 ft above, and another target closing from behind. The captain was flying at the time (hand flying). We were both distracted by the TCASII targets (our eyes were outside the aircraft) and as a result, we missed the 6000 ft altitude by 300-500 ft. The correction was started before controller intervention. The controller issued a turn to avoid traffic (the traffic was in visual contact) and the TCASII issued a climb RA.

Title: FLC INADVERTENTLY OVERSHOT DSCNT ALT DUE TO THE DISTR OF LOOKING FOR TCASII RPTED TFC.

Narrative: UPON ARR INTO MSP THE APCH CTLR ISSUED NUMEROUS AIRSPD AND ALT CHANGES. UPON A SLOW DSCNT TO 6000 FT, APCHING 6100 FT, THE TCASII DISPLAYED 2 TARGETS -- ONE TARGET AT 12-1 O'CLOCK (PLUS 02) 200 FT ABOVE, AND ANOTHER TARGET CLOSING FROM BEHIND. THE CAPT WAS FLYING AT THE TIME (HAND FLYING). WE WERE BOTH DISTRACTED BY THE TCASII TARGETS (OUR EYES WERE OUTSIDE THE ACFT) AND AS A RESULT, WE MISSED THE 6000 FT ALT BY 300-500 FT. THE CORRECTION WAS STARTED BEFORE CTLR INTERVENTION. THE CTLR ISSUED A TURN TO AVOID TFC (THE TFC WAS IN VISUAL CONTACT) AND THE TCASII ISSUED A CLB RA.
