Narrative:
On approach into atl on air carrier X, we intercepted the runway 26R localizer at 6000 ft, as instructed by atl approach. We were cleared for the approach, and shortly thereafter, approach control asked if we had the traffic (air carrier Y) in sight off to our left on approach to 27L. We picked up the traffic visually and noticed his continued encroachment toward our altitude and flight path. Air carrier Y encroachment triggered a TCASII RA to climb, and we were simultaneously issued climb and turn instructions by atl approach. We then initiated a maximum effort climb and right turn. Air carrier Y passed directly underneath us at a maximum separation of 500 ft, and was in a considerable left banking turn back toward the southern runway complex. At no time had we strayed south of the runway 26R localizer, and we received no explanation as to why air carrier Y was so far north of the approach centerline of runway 27L. After evasive action, we continued the approach to a normal landing.

Title: MULTIPLE RWY OP PARALLEL APCHS. ACR Y NON ADHERENCE TO ATC CLRNC HAD NMAC LTSS FROM ACR X TCASII RA. EVASIVE ACTION TAKEN.
Narrative: ON APCH INTO ATL ON ACR X, WE INTERCEPTED THE RWY 26R LOC AT 6000 FT, AS INSTRUCTED BY ATL APCH. WE WERE CLRED FOR THE APCH, AND SHORTLY THEREAFTER, APCH CTL ASKED IF WE HAD THE TFC (ACR Y) IN SIGHT OFF TO OUR L ON APCH TO 27L. WE PICKED UP THE TFC VISUALLY AND NOTICED HIS CONTINUED ENCROACHMENT TOWARD OUR ALT AND FLT PATH. ACR Y ENCROACHMENT TRIGGERED A TCASII RA TO CLB, AND WE WERE SIMULTANEOUSLY ISSUED CLB AND TURN INSTRUCTIONS BY ATL APCH. WE THEN INITIATED A MAX EFFORT CLB AND R TURN. ACR Y PASSED DIRECTLY UNDERNEATH US AT A MAX SEPARATION OF 500 FT, AND WAS IN A CONSIDERABLE L BANKING TURN BACK TOWARD THE SOUTHERN RWY COMPLEX. AT NO TIME HAD WE STRAYED S OF THE RWY 26R LOC, AND WE RECEIVED NO EXPLANATION AS TO WHY ACR Y WAS SO FAR N OF THE APCH CTRLINE OF RWY 27L. AFTER EVASIVE ACTION, WE CONTINUED THE APCH TO A NORMAL LNDG.
