Narrative:
Planning deadhead to mvy from ack, WX was cavu. During preflight, a cloud deck moved over northeast half of island, lowering ceiling to 1200 ft (on ATIS). We elected to depart runway 6 VFR with a left turn wbound, when skies were clear. Attempted to get stage 3 service, but were refused by clearance delivery. Took off VFR, and found actual ceiling about 800 ft. Leveled off to maintain VFR and turned left towards better ceilings. During turn, came fairly close to city of nantucket. After turn, came out from clouds and climbed normally. We shouldn't have trusted ATIS as basis for VFR departure. Should have filed IFR, but the only FBO phone had a long line of pilots waiting, and duat was not available, unfortunately, duat is probably the smartest thing the FAA has done, but now they want to discontinue it. Having duat available would almost certainly have enticed us to file IFR and prevent this uncomfortable situation.

Title: CAPT OF AN MLG ACR ACFT ON A FERRY FLT DEPARTED VFR AND WAS CAUGHT BENEATH A LOW OVCST IN A CONGESTED AREA.
Narrative: PLANNING DEADHEAD TO MVY FROM ACK, WX WAS CAVU. DURING PREFLT, A CLOUD DECK MOVED OVER NE HALF OF ISLAND, LOWERING CEILING TO 1200 FT (ON ATIS). WE ELECTED TO DEPART RWY 6 VFR WITH A L TURN WBOUND, WHEN SKIES WERE CLR. ATTEMPTED TO GET STAGE 3 SVC, BUT WERE REFUSED BY CLRNC DELIVERY. TOOK OFF VFR, AND FOUND ACTUAL CEILING ABOUT 800 FT. LEVELED OFF TO MAINTAIN VFR AND TURNED L TOWARDS BETTER CEILINGS. DURING TURN, CAME FAIRLY CLOSE TO CITY OF NANTUCKET. AFTER TURN, CAME OUT FROM CLOUDS AND CLBED NORMALLY. WE SHOULDN'T HAVE TRUSTED ATIS AS BASIS FOR VFR DEP. SHOULD HAVE FILED IFR, BUT THE ONLY FBO PHONE HAD A LONG LINE OF PLTS WAITING, AND DUAT WAS NOT AVAILABLE, UNFORTUNATELY, DUAT IS PROBABLY THE SMARTEST THING THE FAA HAS DONE, BUT NOW THEY WANT TO DISCONTINUE IT. HAVING DUAT AVAILABLE WOULD ALMOST CERTAINLY HAVE ENTICED US TO FILE IFR AND PREVENT THIS UNCOMFORTABLE SIT.
