Narrative:

Approximately 30 NM southwest of msy airport northbound at 6000 ft MSL. We were being vectored to the ILS runway 10, we were given a turn to 070 degrees to intercept the localizer and a descent to 2000 ft MSL. WX was hazy with towering cumulus and rainshowers (scattered) in the area. We leveled at 2000 ft MSL about 20 NM from the field at 250 KIAS and intercepted the localizer inbound. All operations were completely normal. At the gate, I noticed we had been below the floor of the TCA until 15 NM from the field. Nothing was said by the controller, but I had been exceeding the 200 KIAS limitation. I don't think it is reasonable to expect a pilot to consult the approach plate and the TCA chart while maintaining visual watch in marginal VMC conditions. I'll take responsibility for visual approachs, but ATC ought to keep us legal while being vectored for instrument approachs.

Title: CAPT OF A MLG ACR ACFT EXCEEDED SPD UNDERLYING A TCA.

Narrative: APPROX 30 NM SW OF MSY ARPT NBOUND AT 6000 FT MSL. WE WERE BEING VECTORED TO THE ILS RWY 10, WE WERE GIVEN A TURN TO 070 DEGS TO INTERCEPT THE LOC AND A DSCNT TO 2000 FT MSL. WX WAS HAZY WITH TOWERING CUMULUS AND RAINSHOWERS (SCATTERED) IN THE AREA. WE LEVELED AT 2000 FT MSL ABOUT 20 NM FROM THE FIELD AT 250 KIAS AND INTERCEPTED THE LOC INBOUND. ALL OPS WERE COMPLETELY NORMAL. AT THE GATE, I NOTICED WE HAD BEEN BELOW THE FLOOR OF THE TCA UNTIL 15 NM FROM THE FIELD. NOTHING WAS SAID BY THE CTLR, BUT I HAD BEEN EXCEEDING THE 200 KIAS LIMITATION. I DON'T THINK IT IS REASONABLE TO EXPECT A PLT TO CONSULT THE APCH PLATE AND THE TCA CHART WHILE MAINTAINING VISUAL WATCH IN MARGINAL VMC CONDITIONS. I'LL TAKE RESPONSIBILITY FOR VISUAL APCHS, BUT ATC OUGHT TO KEEP US LEGAL WHILE BEING VECTORED FOR INST APCHS.
