Narrative:
Northbound air carrier X at FL390. Sbound air carrier Y at FL370 was climbed to FL390. Control strips were removed from previous fix postings due to progress of both aircraft. I was unaware of traffic at FL390 when aircraft at FL370 was climbed to FL390. Pilots reported passing each other at same altitude through aeronautical radio. Supplemental information from acn 246654: air carrier Y sbound VMC an amber 300 FL370. Received SELCAL with ATC climb to cross kraft at and maintain FL390. Elected to climb at that time. Reported leaving 370 and level 390 to oceanic on HF 11396. Approaching ender, FMS position north 2802.5 west 06854.2. Observed northbound traffic level on TCASII 40 mi range and shortly after visual contact was made. Turned 45 degrees left at that time, estimate traffic passed 5 mi right of us. Air carrier Y large transport also level 390. Unable to contact air carrier Y on 130.55 or 121.5. Reported incident to ny oceanic on HF and to ft worth dispatch via ACARS approaching sju and phone on arrival at ccs.
Original NASA ASRS Text
Title: ACR X CLB TO OCCUPIED ALT RECEIVED TCASII TA EVASIVE ACTION TAKEN HAD LTSS FROM ACR Y. SYS ERROR.
Narrative: NBOUND ACR X AT FL390. SBOUND ACR Y AT FL370 WAS CLBED TO FL390. CTL STRIPS WERE REMOVED FROM PREVIOUS FIX POSTINGS DUE TO PROGRESS OF BOTH ACFT. I WAS UNAWARE OF TFC AT FL390 WHEN ACFT AT FL370 WAS CLBED TO FL390. PLTS RPTED PASSING EACH OTHER AT SAME ALT THROUGH AERONAUTICAL RADIO. SUPPLEMENTAL INFO FROM ACN 246654: ACR Y SBOUND VMC AN AMBER 300 FL370. RECEIVED SELCAL WITH ATC CLB TO CROSS KRAFT AT AND MAINTAIN FL390. ELECTED TO CLB AT THAT TIME. RPTED LEAVING 370 AND LEVEL 390 TO OCEANIC ON HF 11396. APCHING ENDER, FMS POS N 2802.5 W 06854.2. OBSERVED NBOUND TFC LEVEL ON TCASII 40 MI RANGE AND SHORTLY AFTER VISUAL CONTACT WAS MADE. TURNED 45 DEGS L AT THAT TIME, ESTIMATE TFC PASSED 5 MI R OF US. ACR Y LGT ALSO LEVEL 390. UNABLE TO CONTACT ACR Y ON 130.55 OR 121.5. RPTED INCIDENT TO NY OCEANIC ON HF AND TO FT WORTH DISPATCH VIA ACARS APCHING SJU AND PHONE ON ARR AT CCS.
