Narrative:
There was some confusion between the ewr 4 SID and the clearance we got from the ACARS. We were a little late turning to the 190 degree heading. About the time we were going to turn, ATC gave us a westerly heading. I think that when there is a SID with turns with DME's, the SID should either be left alone or changed, but if it is to be changed, change it in the book and not over the ACARS. Callback conversation with reporter revealed the following: the reporter has not heard from the FAA about this incident. The turn after takeoff at ewr runway 22 is to avoid noise monitors off the end of the runways. A noise abatement evaluation was in place at the time of this incident (see commercial page 10-3A) that modifies the SID. This is further modified by the pre departure clearance. The tower is not about to tell any aircraft to turn immediately just off of the ground, so the turn is depicted at the end of the runway. The reporter was just slow in making his turn and slightly confused as to when it was to start.

Title: AN ACR MLG TURNED LATE AFTER TKOF ON RWY 22 AT EWR.
Narrative: THERE WAS SOME CONFUSION BTWN THE EWR 4 SID AND THE CLRNC WE GOT FROM THE ACARS. WE WERE A LITTLE LATE TURNING TO THE 190 DEG HDG. ABOUT THE TIME WE WERE GOING TO TURN, ATC GAVE US A WESTERLY HDG. I THINK THAT WHEN THERE IS A SID WITH TURNS WITH DME'S, THE SID SHOULD EITHER BE LEFT ALONE OR CHANGED, BUT IF IT IS TO BE CHANGED, CHANGE IT IN THE BOOK AND NOT OVER THE ACARS. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: THE RPTR HAS NOT HEARD FROM THE FAA ABOUT THIS INCIDENT. THE TURN AFTER TKOF AT EWR RWY 22 IS TO AVOID NOISE MONITORS OFF THE END OF THE RWYS. A NOISE ABATEMENT EVALUATION WAS IN PLACE AT THE TIME OF THIS INCIDENT (SEE COMMERCIAL PAGE 10-3A) THAT MODIFIES THE SID. THIS IS FURTHER MODIFIED BY THE PDC. THE TWR IS NOT ABOUT TO TELL ANY ACFT TO TURN IMMEDIATELY JUST OFF OF THE GND, SO THE TURN IS DEPICTED AT THE END OF THE RWY. THE RPTR WAS JUST SLOW IN MAKING HIS TURN AND SLIGHTLY CONFUSED AS TO WHEN IT WAS TO START.
