Narrative:

I was the first officer on this FAA proving run flight, mco-bgr. There were several complaints that the passenger cabin was very cold. After each complaint, the temperature control was moved to a slightly warmer position. Both packs tripped causing the cabin to begin to depressurize. The captain declared an emergency and was cleared to descend to FL290 at which point both packs were reinstated. The flight continued to destination without further problems. Supplemental information from acn 249233: I switched both temperature controls to manual mode and manually adjusted for a rise in duet temperature. I tweaked the controls until the duct temperature was set at approximately 130 degree F. The right pack trip off lines and the duct temperature showing off scale hot. I followed QRH procedures for resetting the right pack, the pack would not reset. The left pack tripped off. Resetting the left pack was also unsuccessful. The cabin altitude rose to an altitude of 11500 ft during the event.
