Narrative:
I released a military helicopter off runway 27R at opf airport. I also had 2 IFR aircraft inbound to the airport. One was conducting an IFR practice VOR approach to runway 9L circle to land runway 27R. I called opf tower to inquire as to where the military helicopter was. The tower informed me that it was almost at the runway. I told the controller that she better launch him as soon as she could because I had 2 IFR inbounds. When my first IFR aircraft was inbound on the VOR approach at algat, the military helicopter departed runway 27R and turned right to 340 degrees. I had 2 IFR aircraft less than 3 mi apart and opf tower told me that military helicopter had first aircraft in sight. When I asked military helicopter if he had the other aircraft Y in sight, he responded, 'no.'

Title: MIL HELI DEP HAD LTSS FROM SMA Y ON IFR APCH. SYS ERROR.
Narrative: I RELEASED A MIL HELI OFF RWY 27R AT OPF ARPT. I ALSO HAD 2 IFR ACFT INBOUND TO THE ARPT. ONE WAS CONDUCTING AN IFR PRACTICE VOR APCH TO RWY 9L CIRCLE TO LAND RWY 27R. I CALLED OPF TWR TO INQUIRE AS TO WHERE THE MIL HELI WAS. THE TWR INFORMED ME THAT IT WAS ALMOST AT THE RWY. I TOLD THE CTLR THAT SHE BETTER LAUNCH HIM AS SOON AS SHE COULD BECAUSE I HAD 2 IFR INBOUNDS. WHEN MY FIRST IFR ACFT WAS INBOUND ON THE VOR APCH AT ALGAT, THE MIL HELI DEPARTED RWY 27R AND TURNED R TO 340 DEGS. I HAD 2 IFR ACFT LESS THAN 3 MI APART AND OPF TWR TOLD ME THAT MIL HELI HAD FIRST ACFT IN SIGHT. WHEN I ASKED MIL HELI IF HE HAD THE OTHER ACFT Y IN SIGHT, HE RESPONDED, 'NO.'
