Narrative:
Air carrier X was on VOR runway 27 approach at 2500 ft MSL over-flying the pou airport, had been turned over to swf tower for communication. Small transport Y climbing off pou runway 24 said he would like to co straight out to swf. Was turned over to swf. Small transport Y climbed through the altitude (2500 ft) of air carrier X (in air carrier X's 1 O'clock position at about 400 ft range). Air carrier X had no warning. Swf tower has no radar. Pou tower has a BRITE. Ny approach does not terminate radar service on arrs to swf since the antenna is at swf. This is an ongoing, bad situation! In this controller's opinion, pou should have known of air carrier X (by pointout from approach or by their BRITE). Radar service should be terminated by approach control since swf tower has no capability of giving radar service.

WAS TURNED OVER TO SWF. SMT Y CLBED THROUGH THE ALT (2500 FT) OF ACR X (IN ACR X'S 1 O'CLOCK POS AT ABOUT 400 FT RANGE). ACR X HAD NO WARNING. SWF TWR HAS NO RADAR. POU TWR HAS A BRITE. NY APCH DOES NOT TERMINATE RADAR SVC ON ARRS TO SWF SINCE THE ANTENNA IS AT SWF. THIS IS AN ONGOING, BAD SIT! IN THIS CTLR'S OPINION, POU SHOULD HAVE KNOWN OF ACR X (BY POINTOUT FROM APCH OR BY THEIR BRITE). RADAR SVC SHOULD BE TERMINATED BY APCH CTL SINCE SWF TWR HAS NO CAPABILITY OF GIVING RADAR SVC.
