Narrative:
At 200 ft after takeoff, the tower controller said 'traffic north of the airport at 1500 ft.' we are now at approximately 500 ft. Controller asked helicopter XXX if he had our widebody transport in sight. There was a long hesitation from the helicopter, so I leveled the widebody transport at 980 ft and instantly received a TCASII RA to descend. The first officer noted a TCASII altitude of 1200 ft for the helicopter. 4 pilots in this widebody transport never saw the helicopter. 1 observer pilot saw it as it passed off the right wing. The tower controller was controling both aircraft. We should not have been given takeoff clearance or the helicopter pilot should have been vectored away from the takeoff path or, while on the ground, we should have been given the traffic so I could have made the decision to takeoff or stay on the ground or locate the traffic, then make a decision. (At 200 ft these events occurred in seconds and fraction of seconds.)

Title: WDB HAS TCASII RA JUST AFTER LIFTOFF.
Narrative: AT 200 FT AFTER TKOF, THE TWR CTLR SAID 'TFC N OF THE ARPT AT 1500 FT.' WE ARE NOW AT APPROX 500 FT. CTLR ASKED HELI XXX IF HE HAD OUR WDB IN SIGHT. THERE WAS A LONG HESITATION FROM THE HELI, SO I LEVELED THE WDB AT 980 FT AND INSTANTLY RECEIVED A TCASII RA TO DSND. THE FO NOTED A TCASII ALT OF 1200 FT FOR THE HELI. 4 PLTS IN THIS WDB NEVER SAW THE HELI. 1 OBSERVER PLT SAW IT AS IT PASSED OFF THE R WING. THE TWR CTLR WAS CTLING BOTH ACFT. WE SHOULD NOT HAVE BEEN GIVEN TKOF CLRNC OR THE HELI PLT SHOULD HAVE BEEN VECTORED AWAY FROM THE TKOF PATH OR, WHILE ON THE GND, WE SHOULD HAVE BEEN GIVEN THE TFC SO I COULD HAVE MADE THE DECISION TO TKOF OR STAY ON THE GND OR LOCATE THE TFC, THEN MAKE A DECISION. (AT 200 FT THESE EVENTS OCCURRED IN SECONDS AND FRACTION OF SECONDS.)
