Narrative:
At FL200 above ada east MOA we military X saw fgt's engaged and using defensive weapons (flares) at our 2 O'clock position at what appeared to be our altitude. The MOA goes up to FL180. We advised ARTCC and they gave us an immediate turn and said that we penetrated an active MOA and that they had tried to contact us several times. The radios were busy and the controller was using multiple frequencys. In the cockpit were 3 pilots and a flight engineer. None of us heard any such xmissions. We were advised that a deviation is filed. I suspect that there are xmissions tower dead spots in that area because after a frequency change to the high sector, I attempted contact with the previous controller with poor reception. I asked for his UHF frequency and got no response on UHF. My aircraft had no reception problems for the entire 2 day trip. We were advised that we penetrated the MOA. The incident with the fgt's occurred 2000 ft above the MOA. I feel that controller workload and the use of multiple ATC frequencys are a contributor. From the cockpit, it seemed to be a normal departure and climb. The frequency was ZKC 134.9 VHF. The UHF frequency that I got no response from was 363.2.

Title: MIL X UNAUTH PENETRATION OF MOA HAD LTSS FROM FGTS. PLTDEV.
Narrative: AT FL200 ABOVE ADA E MOA WE MIL X SAW FGT'S ENGAGED AND USING DEFENSIVE WEAPONS (FLARES) AT OUR 2 O'CLOCK POS AT WHAT APPEARED TO BE OUR ALT. THE MOA GOES UP TO FL180. WE ADVISED ARTCC AND THEY GAVE US AN IMMEDIATE TURN AND SAID THAT WE PENETRATED AN ACTIVE MOA AND THAT THEY HAD TRIED TO CONTACT US SEVERAL TIMES. THE RADIOS WERE BUSY AND THE CTLR WAS USING MULTIPLE FREQS. IN THE COCKPIT WERE 3 PLTS AND A FE. NONE OF US HEARD ANY SUCH XMISSIONS. WE WERE ADVISED THAT A DEV IS FILED. I SUSPECT THAT THERE ARE XMISSIONS TWR DEAD SPOTS IN THAT AREA BECAUSE AFTER A FREQ CHANGE TO THE HIGH SECTOR, I ATTEMPTED CONTACT WITH THE PREVIOUS CTLR WITH POOR RECEPTION. I ASKED FOR HIS UHF FREQ AND GOT NO RESPONSE ON UHF. MY ACFT HAD NO RECEPTION PROBS FOR THE ENTIRE 2 DAY TRIP. WE WERE ADVISED THAT WE PENETRATED THE MOA.
