Narrative:
Atx X, VFR out of class 'B' airspace, was cleared for takeoff immediately on runway 17 and instructed to make a 'hard right turn across the airport northbound.' this was done to clear the departure corridor as soon as possible for aircraft waiting to depart runway 27L. Atx X commenced his turn quickly off the runway and flew close to air carrier Y that had just cleared the runway and was sitting at an intersection. Air carrier Y pilot called to complain about the close overflt. Both aircraft are regular operators at the airport. Corrective action: the pilot is responsible for compliance with FARS and local airfield restrs. The phrase 'make a hard right turn' (used for lack of any published phraseology) instructs the pilot to expedite his rate of turn but does not address when to commence the turn. That determination is at the pilot's discretion.

Title: ATX X NON ADHERENCE TO FAR OVERFLEW ACR Y ON TXWY. NMAC.
Narrative: ATX X, VFR OUT OF CLASS 'B' AIRSPACE, WAS CLRED FOR TKOF IMMEDIATELY ON RWY 17 AND INSTRUCTED TO MAKE A 'HARD R TURN ACROSS THE ARPT NBOUND.' THIS WAS DONE TO CLR THE DEP CORRIDOR ASAP FOR ACFT WAITING TO DEPART RWY 27L. ATX X COMMENCED HIS TURN QUICKLY OFF THE RWY AND FLEW CLOSE TO ACR Y THAT HAD JUST CLRED THE RWY AND WAS SITTING AT AN INTXN. ACR Y PLT CALLED TO COMPLAIN ABOUT THE CLOSE OVERFLT. BOTH ACFT ARE REGULAR OPERATORS AT THE ARPT. CORRECTIVE ACTION: THE PLT IS RESPONSIBLE FOR COMPLIANCE WITH FARS AND LCL AIRFIELD RESTRS. THE PHRASE 'MAKE A HARD R TURN' (USED FOR LACK OF ANY PUBLISHED PHRASEOLOGY) INSTRUCTS THE PLT TO EXPEDITE HIS RATE OF TURN BUT DOES NOT ADDRESS WHEN TO COMMENCE THE TURN. THAT DETERMINATION IS AT THE PLT'S DISCRETION.
