Narrative:
I was working ground control and local control combined at the time of occurrence. Atx Y was taxiing across runway 14 as instructed by me. Air carrier X was taxiing on the parallel taxiway a, to the ramp as instructed by me. Neither aircraft was issued hold short instructions of the other one's taxiway. As I was busy with other duties I was not concentrating on this potential conflict and assumed the aircraft saw each other. Apparently the pilot of atx Y did not see the air carrier X on the taxiway ahead until he was almost at the intersection of the 2 txwys. I reviewed this event and feel that as a 'controller' I must issue explicit hold instructions, and not assume that the aircraft will see each other. No collision occurred but by the tone of voice of the pilot of atx Y it was apparent that he was quite startled.

Title: ATX Y HAD GND CONFLICT WITH ACR X. SEE AND AVOID CONCEPT.
Narrative: I WAS WORKING GND CTL AND LCL CTL COMBINED AT THE TIME OF OCCURRENCE. ATX Y WAS TAXIING ACROSS RWY 14 AS INSTRUCTED BY ME. APPARENTLY THE PLT OF ATX Y DID NOT SEE THE ACR X ON THE TXWY AHEAD UNTIL HE WAS ALMOST AT THE INTXN OF THE 2 TXWYS. I REVIEWED THIS EVENT AND FEEL THAT AS A 'CTLR' I MUST ISSUE EXPLICIT HOLD INSTRUCTIONS, AND NOT ASSUME THAT THE ACFT WILL SEE EACH OTHER. NO COLLISION OCCURRED BUT BY THE TONE OF VOICE OF THE PLT OF ATX Y IT WAS APPARENT THAT HE WAS QUITE STARTLED.
