Narrative:

At approximately XX00 hours on sep/fri/93. Saf tower directed an small aircraft who was waiting for an IFR clearance to taxi onto the runway and hold in position for the clearance. All ground control activities, including IFR clearance have been and are continuing to be given on tower frequency (119.5 MHZ), tying up the frequency for emergency traffic as well as irritating (a danger in itself) flying and holding pilots. The controllers are so overworked that they are making many mistakes that they don't even realize. Having an airplane on the runway waiting for and receiving an IFR clearance while other aircraft are in the traffic pattern is very dangerous. We try to teach pilots to conserve radio time -- they don't have time to even make normal xmissions at saf because ground control has the frequencys tied up.

Narrative: AT APPROX XX00 HRS ON SEP/FRI/93. SAF TWR DIRECTED AN SMA WHO WAS WAITING FOR AN IFR CLRNC TO TAXI ONTO THE RWY AND HOLD IN POS FOR THE CLRNC. ALL GND CTL ACTIVITIES, INCLUDING IFR CLRNC HAVE BEEN AND ARE CONTINUING TO BE GIVEN ON TWR FREQ (119.5 MHZ), TYING UP THE FREQ FOR EMER TFC AS WELL AS IRRITATING (A DANGER IN ITSELF) FLYING AND HOLDING PLTS. THE CTLRS ARE SO OVERWORKED THAT THEY ARE MAKING MANY MISTAKES THAT THEY DON'T EVEN REALIZE. HAVING AN AIRPLANE ON THE RWY WAITING FOR AND RECEIVING AN IFR CLRNC WHILE OTHER ACFT ARE IN THE TFC PATTERN IS VERY DANGEROUS. WE TRY TO TEACH PLTS TO CONSERVE RADIO TIME -- THEY DON'T HAVE TIME TO EVEN MAKE NORMAL XMISSIONS AT SAF BECAUSE GND CTL HAS THE FREQS TIED UP.
