Narrative:
During ILS approach, sbound, helicopter coming down potomac river about 500 ft MSL, traffic called by tower, we didn't see it. We got an RA on TCASII -- had to follow RA instructions. Then we were high above GS, had to descend more rapidly than we wanted to in order to land. This helicopter conflict around dca is a daily problem! Going to TA only on TCASII would defeat purpose of TCASII. Landing aircraft should not have to accommodate helicopter's. This is an accident waiting to happen.

Title: AN ACR LGT CLBED IN RESPONSE TO A TCASII COMMAND. IT WAS IN THE TFC PATTERN, ABOUT TO LAND IN IMC.
Narrative: DURING ILS APCH, SBOUND, HELI COMING DOWN POTOMAC RIVER ABOUT 500 FT MSL, TFC CALLED BY TWR, WE DIDN'T SEE IT. WE GOT AN RA ON TCASII -- HAD TO FOLLOW RA INSTRUCTIONS. THEN WE WERE HIGH ABOVE GS, HAD TO DSND MORE RAPIDLY THAN WE WANTED TO IN ORDER TO LAND. THIS HELI CONFLICT AROUND DCA IS A DAILY PROB! GOING TO TA ONLY ON TCASII WOULD DEFEAT PURPOSE OF TCASII. LNDG ACFT SHOULD NOT HAVE TO ACCOMMODATE HELI'S. THIS IS AN ACCIDENT WAITING TO HAPPEN.
