Narrative:
Cleared the localizer 29 at orh via crow hill NDB. Proceeded to crow hill and turned outbound. Procedure turn inbound it became apparent we were not receiving a good localizer signal. We performed a missed approach and again cleared localizer 29 via crow hill. We were below radar coverage and orh tower was also closed at the time. We again went outbound of crow hill and turned to re-intercept final approach course. Localizer CDI was erratic. We monitored localizer identify and it sounded normal. At this point we picked up visual of airport and asked for and got cleared contact approach. Landed normally. Company aircraft behind us reported ILS 11 was being transmitted at orh. This explains our difficulties capturing localizer. As PNF, I had failed to fully identify localizer. We also suspected strong southerly winds as reasoning for our difficulties. Bdl approach had issued us the wrong approach but be also had failed to identify localizer.

Title: AN ACR LTT TRIED TO MAKE AN APCH TO AN ILS THAT WAS SET UP FOR THE RECIPROCAL RWY.
Narrative: CLRED THE LOC 29 AT ORH VIA CROW HILL NDB. PROCEEDED TO CROW HILL AND TURNED OUTBOUND. PROC TURN INBOUND IT BECAME APPARENT WE WERE NOT RECEIVING A GOOD LOC SIGNAL. WE PERFORMED A MISSED APCH AND AGAIN CLRED LOC 29 VIA CROW HILL. WE WERE BELOW RADAR COVERAGE AND ORH TWR WAS ALSO CLOSED AT THE TIME.
