Narrative:
Mlt X reported an near midair collision with another mlt at FL240. The other mlt turned out to be a foreign mlt Y who was off course and early. Due to limited radar coverage in that area, I was unable to provide advance warning to the mlt X. I did not see the foreign mlt Y until after the incident and he was on the beacon code. The transponder was intermittent and not giving mode C information. In that airspace radar coverage provides only secondary targets. No primaries are available. Callback conversation with reporter revealed the following: reporter stated the aircraft missed by less than 1 mi. Military X saw military Y on TCASII. Evasive action taken turn. Foreign military Y flight crew did not contact the center at center boundary as required by international NOTAM for area. Supplemental information from acn 253006: an aircraft reported he came 'real close' to a similar type aircraft. It turns out that the other aircraft's non-radar estimate was at a much earlier time and therefore the two should not have been in conflict.

Title: FOREIGN MIL Y NON COMPLIANCE WITH ATC CLRNC HAD LTSS FROM MTR X TCASII RA EVASIVE ACTION TAKEN.
Narrative: MLT X RPTED AN NMAC WITH ANOTHER MLT AT FL240. THE OTHER MLT TURNED OUT TO BE A FOREIGN MLT Y WHO WAS OFF COURSE AND EARLY. DUE TO LIMITED RADAR COVERAGE IN THAT AREA, I WAS UNABLE TO PROVIDE ADVANCE WARNING TO THE MLT X. I DID NOT SEE THE FOREIGN MLT Y UNTIL AFTER THE INCIDENT AND HE WAS ON THE BEACON CODE. THE XPONDER WAS INTERMITTENT AND NOT GIVING MODE C INFO. IN THAT AIRSPACE RADAR COVERAGE PROVIDES ONLY SECONDARY TARGETS. NO PRIMARIES ARE AVAILABLE. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: RPTR STATED THE ACFT MISSED BY LESS THAN 1 MI. MIL X SAW MIL Y ON TCASII. EVASIVE ACTION TAKEN TURN. FOREIGN MIL Y FLC DID NOT CONTACT THE CTR AT CTR BOUNDARY AS REQUIRED BY INTL NOTAM FOR AREA. SUPPLEMENTAL INFORMATION FROM ACN 253006: AN ACFT RPTED HE CAME 'REAL CLOSE' TO A SIMILAR TYPE ACFT. IT TURNS OUT THAT THE OTHER ACFT'S NON-RADAR ESTIMATE WAS AT A MUCH EARLIER TIME AND THEREFORE THE TWO SHOULD NOT HAVE BEEN IN CONFLICT.
