Narrative:
Military X on an IFR clearance during the approach phase for landing at stewart IAP, newburgh, ny. At 4000 ft MSL on vectors from ny approach direct to stewart, military X instructed to turn to 090 degrees. Military X commenced the turn immediately and informed ny radar that the airport was in sight. Ny radar informed aircraft at that time that a parachute drop was under way. At that point, 5 parachutes opened directly ahead of military X within 1-2 mi. Evasive action was taken and military X missed the closest parachutist by approximately 500 ft.

Title: MIL X HAD NMAC WITH PARACHUTIST. SEE AND AVOID CONCEPT. EVASIVE ACTION TAKEN.
Narrative: MIL X ON AN IFR CLRNC DURING THE APCH PHASE FOR LNDG AT STEWART IAP, NEWBURGH, NY. AT 4000 FT MSL ON VECTORS FROM NY APCH DIRECT TO STEWART, MIL X INSTRUCTED TO TURN TO 090 DEGS. MIL X COMMENCED THE TURN IMMEDIATELY AND INFORMED NY RADAR THAT THE ARPT WAS IN SIGHT. NY RADAR INFORMED ACFT AT THAT TIME THAT A PARACHUTE DROP WAS UNDER WAY. AT THAT POINT, 5 PARACHUTES OPENED DIRECTLY AHEAD OF MIL X WITHIN 1-2 MI. EVASIVE ACTION WAS TAKEN AND MIL X MISSED THE CLOSEST PARACHUTIST BY APPROX 500 FT.
