Narrative:
In sum: reporter, a CFI, was with a student pilot when their small aircraft X experienced a power loss. They switched tanks but to no avail. After announcing on CTAF that they were going to land opposite direction traffic on runway 29 with departure/arrival traffic vacating approachs and runway 11. Successful landing made. A missouri state highway patrol officer, sounding quite officious as a safety counselor accused the CFI and student pilot of not landing on the correct runway, cutting out an aircraft taking off and one landing. He was refuted by the CFI's in those aircraft. He then stated that the spi didn't have a medical certificate on his person, a violation. The CFI states that it isn't necessary whenever the student pilot has not as yet soloed. The only thing that the reporter agreed to in the officer's accusations was the improper fuel management procedures. Even though the left tank that was switched to had 1 hour's fuel left, for some reason the engine did not restart after the tank change. Reporter admits to running the right tank dry in the pattern. Basic thrust of the report was the officer's abusive approach to the whole matter.

Title: SMA ON TRAINING FLT SUFFERS FUEL EXHAUSTION. CFI MAKES OPPOSITE DIRECTION TFC LNDG PROC.
Narrative: IN SUM: RPTR, A CFI, WAS WITH A STUDENT PLT WHEN THEIR SMA X EXPERIENCED A PWR LOSS. THEY SWITCHED TANKS BUT TO NO AVAIL. AFTER ANNOUNCING ON CTAF THAT THEY WERE GOING TO LAND OPPOSITE DIRECTION TFC ON RWY 29 WITH DEP/ARR TFC VACATING APCHS AND RWY 11. SUCCESSFUL LNDG MADE. A MISSOURI STATE HWY PATROL OFFICER, SOUNDING QUITE OFFICIOUS AS A SAFETY COUNSELOR ACCUSED THE CFI AND STUDENT PLT OF NOT LNDG ON THE CORRECT RWY, CUTTING OUT AN ACFT TAKING OFF AND ONE LNDG. HE WAS REFUTED BY THE CFI'S IN THOSE ACFT. HE THEN STATED THAT THE SPI DIDN'T HAVE A MEDICAL CERTIFICATE ON HIS PERSON, A VIOLATION.
