Narrative:
While shooting a CAT III autoland 16R approach with RVR fluctuating between 800 ft (when cleared for approach) and 1800, tower cleared an aircraft for takeoff with us well inside the marker. At 400 ft above touchdown, we received a TCASII RA commanding us to climb. Traffic was 12 O'clock and 200 ft below and climbing out 16 departure path. We executed a missed approach and were vectored for another CAT III approach, which resulted in an uneventful landing. My main concern is that the critical area for a CAT III approach was not kept clear and that tower would launch an aircraft so close to another aircraft in CAT III conditions.

MY MAIN CONCERN IS THAT THE CRITICAL AREA FOR A CAT III APCH WAS NOT KEPT CLR AND THAT TWR WOULD LAUNCH AN ACFT SO CLOSE TO ANOTHER ACFT IN CAT III CONDITIONS.
