Narrative:

L45 is 7 mi sse of bfl. L45 hosts several experimental aircraft fly-INS. Runway 34 departure course crosses bfl runway 30 arrival course inside bfl's class D airspace. I cleared air carrier X, an small transport, for ILS runway 30R approach to bfl. Air carrier X was outside the LOM descending on the GS and requesting multiple approachs on FAA chkride. I observed an aircraft airborne off L45 runway 34 making a right downwind departure, transponder/mode C on. Bfl ILS course is aligned with ehf VORTAC V-197 pmd. I issued traffic to air carrier X, then a safety alert to remain at or above present altitude. The unknown aircraft was 12 O'clock, 2 mi, opposite direction, 2000 MSL climbing. The unknown aircraft merged, altitude indicated 2500 MSL climbing. Air carrier X indicated 3300 MSL. Air carrier X never saw aircraft and crossed the LOM above GS. The unknown aircraft never called for radar service. If the unknown aircraft did not have mode C or didn't turn transponder on, the margin of safety would have been reduced. Solutions: 1) give bfl class D extension to include approach. 2)put up sign at L45 'no right turnout runway 34!' 3) publish in airport/facility directory. Note: 1) over 5 yrs of NASA reports on similar incidents. I see no improvement or pilot education. 2) niley OM is used for navigation by L45 aircraft.
