Narrative:

Air carrier X large transport was on the VOR 13R approach at jfk, turning final (at about 1200 ft MSL). (This approach puts aircraft on a right base leg, then they hopefully see the lead-in lights to the runway.) air carrier X received a TCASII alert on a VFR helicopter Y that was north of the runway 13R final and had air carrier X in sight. Air carrier X said that he never saw the helicopter and executed a go around and started climbing. The helicopter traffic was issued to air carrier X when he was still on base leg. Air carrier X claimed that his TCASII showed the helicopter between him and the approach end of runway 13R.

Title: ACR LNDG GETS A TCASII RA ON A COPTER AND MAKES A GAR.

Narrative: ACR X LGT WAS ON THE VOR 13R APCH AT JFK, TURNING FINAL (AT ABOUT 1200 FT MSL). (THIS APCH PUTS ACFT ON A R BASE LEG, THEN THEY HOPEFULLY SEE THE LEAD-IN LIGHTS TO THE RWY.) ACR X RECEIVED A TCASII ALERT ON A VFR HELI Y THAT WAS N OF THE RWY 13R FINAL AND HAD ACR X IN SIGHT. ACR X SAID THAT HE NEVER SAW THE HELI AND EXECUTED A GAR AND STARTED CLBING. THE HELI TFC WAS ISSUED TO ACR X WHEN HE WAS STILL ON BASE LEG. ACR X CLAIMED THAT HIS TCASII SHOWED THE HELI BTWN HIM AND THE APCH END OF RWY 13R.
