Narrative:

On short final into ewr runway 4R at 1100 ft I was flying, WX clear and 20 mi when TCASII gives me an RA and commands me to 'climb, climb, monitor vertical speed.' I was in landing confign, gear down, flaps 40 degrees, and cleared to land. I followed the instructions, started a missed approach. Captain said he had traffic in sight and to continue the approach and landing. The aircraft in conflict was an small aircraft at 1000 ft tracking east 3 mi final in ewr. We reported him to tower once on the ground.

Narrative: ON SHORT FINAL INTO EWR RWY 4R AT 1100 FT I WAS FLYING, WX CLR AND 20 MI WHEN TCASII GIVES ME AN RA AND COMMANDS ME TO 'CLB, CLB, MONITOR VERT SPD.' THE ACFT IN CONFLICT WAS AN SMA AT 1000 FT TRACKING E 3 MI FINAL IN EWR. WE RPTED HIM TO TWR ONCE ON THE GND.
