Narrative:
Air carrier X on 1/4 NM final at 300 ft stated, 'I am getting a lot of TCASII targets here. We're going to take it around.' there weren't any aircraft in the area, he was over the approach lights. He was then assigned a 035 degree heading and told to contact departure. He said 'how about I stay with you.' while he was saying this he was going through his assigned heading. He had to be reassigned the heading and told to contact departure. This very same aircraft had requested the overhead approach. All of this delayed departures while I had to straighten him out. Then, as he landed and rolled out, he said, 'I guess you boys have been bothered by a lot of these RA's today.' this was all brought on by the fact that air carrier flight attendants were on strike and were picketing at the airport. This flight crew was trying to show their sympathy for the flight attendants at the cost and risk of all others. This was unprofessional and unsafe.

Title: ACR X TCASII TA MADE GAR. FALSE TCASII TARGETS. NON ADHERENCE TO ATC CLRNC.
Narrative: ACR X ON 1/4 NM FINAL AT 300 FT STATED, 'I AM GETTING A LOT OF TCASII TARGETS HERE. WE'RE GOING TO TAKE IT AROUND.' THERE WEREN'T ANY ACFT IN THE AREA, HE WAS OVER THE APCH LIGHTS. HE WAS THEN ASSIGNED A 035 DEG HDG AND TOLD TO CONTACT DEP. HE SAID 'HOW ABOUT I STAY WITH YOU.' WHILE HE WAS SAYING THIS HE WAS GOING THROUGH HIS ASSIGNED HDG. HE HAD TO BE REASSIGNED THE HDG AND TOLD TO CONTACT DEP. THIS VERY SAME ACFT HAD REQUESTED THE OVERHEAD APCH. ALL OF THIS DELAYED DEPS WHILE I HAD TO STRAIGHTEN HIM OUT. THEN, AS HE LANDED AND ROLLED OUT, HE SAID, 'I GUESS YOU BOYS HAVE BEEN BOTHERED BY A LOT OF THESE RA'S TODAY.' THIS WAS ALL BROUGHT ON BY THE FACT THAT ACR FLT ATTENDANTS WERE ON STRIKE AND WERE PICKETING AT THE ARPT. THIS FLC WAS TRYING TO SHOW THEIR SYMPATHY FOR THE FLT ATTENDANTS AT THE COST AND RISK OF ALL OTHERS. THIS WAS UNPROFESSIONAL AND UNSAFE.
