Narrative:
Numerous extra aircraft were vectored/cleared into my sector because of thunderstorms is south florida. The sector was very busy with numerous aircraft transitioning, i.e., climbing/descending, numerous aircraft checking on the frequency. Conflict alert between air carrier X and military fgt. The fgt's were in a warning area adjacent to my sector. My supervisor radar assistant was attempting to get his time for the month. The assistant was working on clearing fgt's back to vad. I told the assistant I wanted fgt at FL280. I was not aware that he was indeed clearing the aircraft (through an mru). All of a sudden fgt's are departing the warning area towards the handoff point. I then had air carrier X turn to a 110 degree heading and expedite his descent. Air carrier X had been in a descent profile for 40 NM from FL330 to FL270. Air carrier X advised me that he had a TCASII RA and was climbing. No loss of separation. I believe my vector and expedite descent would have also separated the aircraft. Contributing factors a very busy sector, a part time controller assisting. Air carrier X never did turn.

Title: ACR X TCASII RA WITH FGT. EVASIVE ACTION TAKEN. CLB. NON ADHERENCE TO ATC INSTRUCTION. PLTDEV.
Narrative: NUMEROUS EXTRA ACFT WERE VECTORED/CLRED INTO MY SECTOR BECAUSE OF TSTMS IS SOUTH FLORIDA. THE SECTOR WAS VERY BUSY WITH NUMEROUS ACFT TRANSITIONING, I.E., CLBING/DSNDING, NUMEROUS ACFT CHKING ON THE FREQ. CONFLICT ALERT BTWN ACR X AND MIL FGT. THE FGT'S WERE IN A WARNING AREA ADJACENT TO MY SECTOR. MY SUPVR RADAR ASSISTANT WAS ATTEMPTING TO GET HIS TIME FOR THE MONTH. THE ASSISTANT WAS WORKING ON CLRING FGT'S BACK TO VAD. I TOLD THE ASSISTANT I WANTED FGT AT FL280. I WAS NOT AWARE THAT HE WAS INDEED CLRING THE ACFT (THROUGH AN MRU). ALL OF A SUDDEN FGT'S ARE DEPARTING THE WARNING AREA TOWARDS THE HDOF POINT. I THEN HAD ACR X TURN TO A 110 DEG HDG AND EXPEDITE HIS DSCNT. ACR X HAD BEEN IN A DSCNT PROFILE FOR 40 NM FROM FL330 TO FL270. ACR X ADVISED ME THAT HE HAD A TCASII RA AND WAS CLBING. NO LOSS OF SEPARATION. I BELIEVE MY VECTOR AND EXPEDITE DSCNT WOULD HAVE ALSO SEPARATED THE ACFT. CONTRIBUTING FACTORS A VERY BUSY SECTOR, A PART TIME CTLR ASSISTING. ACR X NEVER DID TURN.
