Narrative:

Approximately 100 mi east of dunkirk VOR on J36 at FL310 in VMC, the red 'cabin altitude' warning light came on and aural warning sounded. Cabin was at 10300 ft. We informed ATC and requested lower altitude. We were initially cleared to FL280. We descended aircraft and started our emergency procedures. Cabin continued to climb. We declared an emergency and requested 12000 ft. We were given an 'off course vector' and cleared to 12000 ft. In descent, we regained control of cabin with manual controller and requested level off at FL180. We completed all checklists and determined that we could control cabin with manual controller and that it was safe to continue to ord. We completed remainder of flight with no further problems.

WE COMPLETED ALL CHKLISTS AND DETERMINED THAT WE COULD CTL CABIN WITH MANUAL CTLR AND THAT IT WAS SAFE TO CONTINUE TO ORD. WE COMPLETED REMAINDER OF FLT WITH NO FURTHER PROBS.
