Narrative:
Receiving transition initial operating experience on the medium large transport aircraft as a first officer. The flight from iah to mmlo (del bajio, leon, mexico). Cleared to cross leon (bjx) VOR at 14000 ft for the VOR DME approach runway 13. Captain thought we were told to hold at the VOR because of cpr jet on approach. I, the first officer, thought we were told to turn outbound to descend for the approach. The xmissions and communications from the tower were exceedingly hard to understand and had to ask several times for clarification. As it turns out, we were cleared outbound and then for the VOR/DME 13 approach. There was a cpr jet or possible other traffic in front of us or around us. We were maintaining vigilance outside for traffic, started turning inbound about 9 DME and descending. Spotted the airport or so we thought. Tower said in sight, clear to land. Lined up with the runway, the captain said something to the effect of that's not looking right and I, the first officer, said the runway looks rough. At that point, 600 or 700 ft AGL on final, the captain said go around. I, the first officer, made the go around, looked at the DME. It showed 4 DME to the VOR. Looked out and saw the real leon airport. Made a straight in normal landing to runway 13. The airport that we made our initial approach to was either closed or abandoned. That airport was in almost every respect the same as leon. None of our charts or information showed there was another airport around leon, mexico (bjx).

Title: NON CHARTED ARPT IDENTED AS DEST. MADE GAR WHEN REALIZED UNIMPROVED.
Narrative: RECEIVING TRANSITION INITIAL OPERATING EXPERIENCE ON THE MLG ACFT AS A FO. THE FLT FROM IAH TO MMLO (DEL BAJIO, LEON, MEXICO). CLRED TO CROSS LEON (BJX) VOR AT 14000 FT FOR THE VOR DME APCH RWY 13. CAPT THOUGHT WE WERE TOLD TO HOLD AT THE VOR BECAUSE OF CPR JET ON APCH. I, THE FO, THOUGHT WE WERE TOLD TO TURN OUTBOUND TO DSND FOR THE APCH. THE XMISSIONS AND COMS FROM THE TWR WERE EXCEEDINGLY HARD TO UNDERSTAND AND HAD TO ASK SEVERAL TIMES FOR CLARIFICATION. AS IT TURNS OUT, WE WERE CLRED OUTBOUND AND THEN FOR THE VOR/DME 13 APCH. THERE WAS A CPR JET OR POSSIBLE OTHER TFC IN FRONT OF US OR AROUND US. WE WERE MAINTAINING VIGILANCE OUTSIDE FOR TFC, STARTED TURNING INBOUND ABOUT 9 DME AND DSNDING. SPOTTED THE ARPT OR SO WE THOUGHT. TWR SAID IN SIGHT, CLR TO LAND. LINED UP WITH THE RWY, THE CAPT SAID SOMETHING TO THE EFFECT OF THAT'S NOT LOOKING RIGHT AND I, THE FO, SAID THE RWY LOOKS ROUGH. AT THAT POINT, 600 OR 700 FT AGL ON FINAL, THE CAPT SAID GAR. I, THE FO, MADE THE GAR, LOOKED AT THE DME. IT SHOWED 4 DME TO THE VOR. LOOKED OUT AND SAW THE REAL LEON ARPT. MADE A STRAIGHT IN NORMAL LNDG TO RWY 13. THE ARPT THAT WE MADE OUR INITIAL APCH TO WAS EITHER CLOSED OR ABANDONED. THAT ARPT WAS IN ALMOST EVERY RESPECT THE SAME AS LEON. NONE OF OUR CHARTS OR INFO SHOWED THERE WAS ANOTHER ARPT AROUND LEON, MEXICO (BJX).
