Narrative:

On dec/wed/93 at approximately XA30L, I was working the junction high radar position, the airspace of which is FL280 and above. An medium large transport X at FL280 was eastbound on J138, destination hou an light transport Y departed druden, tx, to san antonio, tx, requesting FL410. Light transport Y departed VFR and requested IFR clearance from ZHU. Because of the act proximity to laughlin AFB airspace, coordination was effected with laughlin AFB approach control. Laughlin AFB approach control elected to work the aircraft. Let me now state that laughlin AFB (dlf) owns FL240 and below. Light transport Y was VFR at 17500 ft. Olf cleared light transport Y to san antonio as filed, climb and maintain FL410. No altitude above FL240 was coordinated with ZHU. During the subsequent radar handoff, no mention was made of any altitude above FL240. Light transport Y climbed to FL410. No computer track was established on light transport Y. Light transport Y passed through FL280 7 mi laterally from medium large transport X. At that time no communications transfer had been accomplished. Light transport Y passed medium large transport X unobserved. When light transport Y established radio contact with the ZHU, rock springs low altitude controller, he was leaving FL330 climbing to FL410, approximately 1 mi laterally from medium large transport X. It was at this time that I was advised of light transport X identify and altitude. Light transport Y was given my radio frequency and I descended him to FL240 (with proper coordination) and changed his frequency to the appropriate low altitude sector.

WHEN LTT Y ESTABLISHED RADIO CONTACT WITH THE ZHU, ROCK SPRINGS LOW ALT CTLR, HE WAS LEAVING FL330 CLBING TO FL410, APPROX 1 MI LATERALLY FROM MLG X. IT WAS AT THIS TIME THAT I WAS ADVISED OF LTT X IDENT AND ALT. LTT Y WAS GIVEN MY RADIO FREQ AND I DSNDED HIM TO FL240 (WITH PROPER COORD) AND CHANGED HIS FREQ TO THE APPROPRIATE LOW ALT SECTOR.
