Narrative:
During landing approach to X-41 an aircraft took off in the opposite direction. When I turned final I observed an small aircraft climbing out -- directly in my 12 O'clock position. I deviated to the left around the traffic and continued an approach to a full stop landing. I had monitored the unicom frequency for local traffic and was landing into the wind. My visual attention was diverted briefly on base leg making final landing checks. This guy took off in the face of landing traffic, made no radio announcement of intention, and did not look. The small aircraft continued on his way and I never met the guy. I heard the FBO call him on the radio and ask if he had seen the twin. He replied that he saw it after he was airborne. He made no turn to avoid traffic and I doubt if he saw me before the airplanes passed. This type incident can be avoided by yielding to landing traffic, broadcasting intentions blind, and monitoring unicom frequency in airport areas.

Title: NMAC AT UNCTLED ARPT, CLASS G AIRSPACE. DEP ARR TFC.
Narrative: DURING LNDG APCH TO X-41 AN ACFT TOOK OFF IN THE OPPOSITE DIRECTION. WHEN I TURNED FINAL I OBSERVED AN SMA CLBING OUT -- DIRECTLY IN MY 12 O'CLOCK POS. I DEVIATED TO THE L AROUND THE TFC AND CONTINUED AN APCH TO A FULL STOP LNDG. I HAD MONITORED THE UNICOM FREQ FOR LCL TFC AND WAS LNDG INTO THE WIND. MY VISUAL ATTN WAS DIVERTED BRIEFLY ON BASE LEG MAKING FINAL LNDG CHKS. THIS GUY TOOK OFF IN THE FACE OF LNDG TFC, MADE NO RADIO ANNOUNCEMENT OF INTENTION, AND DID NOT LOOK. THE SMA CONTINUED ON HIS WAY AND I NEVER MET THE GUY. I HEARD THE FBO CALL HIM ON THE RADIO AND ASK IF HE HAD SEEN THE TWIN. HE REPLIED THAT HE SAW IT AFTER HE WAS AIRBORNE. HE MADE NO TURN TO AVOID TFC AND I DOUBT IF HE SAW ME BEFORE THE AIRPLANES PASSED. THIS TYPE INCIDENT CAN BE AVOIDED BY YIELDING TO LNDG TFC, BROADCASTING INTENTIONS BLIND, AND MONITORING UNICOM FREQ IN ARPT AREAS.
