Narrative:

While climbing through 23,500 for 24000 with crossing traffic restr above at FL250, TCASII gave us a descend-descend RA. This was not necessary due to the altitude restrs of both aircraft. The TCASII should take into account the altitude that is set into the altitude alerter of each aircraft and make a call something like 'monitor level off' when 2 aircraft are converging like this.

Title: PIC COMPLAINT AND SUGGESTION REF THE 'NUISANCE' RA'S WHEN TFC SEPARATION IS ASSURED.

Narrative: WHILE CLBING THROUGH 23,500 FOR 24000 WITH XING TFC RESTR ABOVE AT FL250, TCASII GAVE US A DSND-DSND RA. THIS WAS NOT NECESSARY DUE TO THE ALT RESTRS OF BOTH ACFT. THE TCASII SHOULD TAKE INTO ACCOUNT THE ALT THAT IS SET INTO THE ALT ALERTER OF EACH ACFT AND MAKE A CALL SOMETHING LIKE 'MONITOR LEVEL OFF' WHEN 2 ACFT ARE CONVERGING LIKE THIS.
