Narrative:
Departed brazorio VFR intending to proceed to alice, tx. Climbed to 6500 ft VFR. WX was deteriorating to the south and west. Asked ZHU for WX at victoria. Reported 300 -- or partially obscured fog/rain. Asked for best WX in area. Sat was VFR. Proceeded to sat. Plane had odd vibration. Requested approach. Declared emergency. Advised all engine indications normal, however, vibration continued. After landing, inspection revealed left flap droop of 1/2 inch probably fluttering and causing the vibration. Every phase of flight was normal otherwise. I am making this report to cover my declared emergency. Flap was rerigged which seemed to correct the apparent vibration.

Title: PLT OF AN SMT TWIN ENG PVT ACFT DECLARED AN EMER AND DIVERTED TO A VFR ARPT BASED ON AN UNUSUAL ACFT VIBRATION WHICH WAS FOUND AFTER INSPECTION TO BE CAUSED BY THE WING FLAPS OUT OF 'RIG.'
Narrative: DEPARTED BRAZORIO VFR INTENDING TO PROCEED TO ALICE, TX. CLBED TO 6500 FT VFR. WX WAS DETERIORATING TO THE S AND W. ASKED ZHU FOR WX AT VICTORIA.
