Narrative:
Air carrier X flying the boids 3 arrival to dfw. We had been turned off the route several times for spacing and were proceeding direct to bpr VOR at FL240. We got a target on TCASII climbing 1200 ft below and 10-12 mi. We got a TA and then an RA as the target climbed to our altitude. We responded to the RA and climbed approximately 1000 ft and notified ATC. Then ATC called traffic at 11 O'clock and 3 mi. We idented a T-38 at that position and asked ATC if the T-38 was at FL240. He responded, 'yes.' when 'clear of traffic' we descended back to FL240 and notified ATC. Supplemental information from acn 260528: we received a TCASII TA and saw the target on the TCASII box approximately 1200 ft and below and 10 NM, climbing toward us. An RA soon followed and as the PF, I started a climb following TCASII prompts. The captain called ATC and told him we were beginning a climb due to the RA. ATC then called the traffic to us. We climbed approximately 900-1000 ft and our TCASII and ATC both confirmed an air force T-38 leveled off at FL240. We spotted the target at about 5 mi. After we were clear of the conflict, we descended back to FL240 and proceeded to dfw without further incident.

Title: ACR X TCASII RA HAD LTSS WITH MIL T-38 CLB TO OCCUPIED ALT. EVASIVE ACTION TAKEN. SYS ERROR.
Narrative: ACR X FLYING THE BOIDS 3 ARR TO DFW. WE HAD BEEN TURNED OFF THE RTE SEVERAL TIMES FOR SPACING AND WERE PROCEEDING DIRECT TO BPR VOR AT FL240. WE GOT A TARGET ON TCASII CLBING 1200 FT BELOW AND 10-12 MI. WE GOT A TA AND THEN AN RA AS THE TARGET CLBED TO OUR ALT. WE RESPONDED TO THE RA AND CLBED APPROX 1000 FT AND NOTIFIED ATC. THEN ATC CALLED TFC AT 11 O'CLOCK AND 3 MI. WE IDENTED A T-38 AT THAT POS AND ASKED ATC IF THE T-38 WAS AT FL240. HE RESPONDED, 'YES.' WHEN 'CLR OF TFC' WE DSNDED BACK TO FL240 AND NOTIFIED ATC. SUPPLEMENTAL INFO FROM ACN 260528: WE RECEIVED A TCASII TA AND SAW THE TARGET ON THE TCASII BOX APPROX 1200 FT AND BELOW AND 10 NM, CLBING TOWARD US. AN RA SOON FOLLOWED AND AS THE PF, I STARTED A CLB FOLLOWING TCASII PROMPTS. THE CAPT CALLED ATC AND TOLD HIM WE WERE BEGINNING A CLB DUE TO THE RA. ATC THEN CALLED THE TFC TO US. WE CLBED APPROX 900-1000 FT AND OUR TCASII AND ATC BOTH CONFIRMED AN AIR FORCE T-38 LEVELED OFF AT FL240. WE SPOTTED THE TARGET AT ABOUT 5 MI. AFTER WE WERE CLR OF THE CONFLICT, WE DSNDED BACK TO FL240 AND PROCEEDED TO DFW WITHOUT FURTHER INCIDENT.
