Narrative:
Today we were again notified by a pilot that we have new SID procedures in place. Attached you will find a history of not being notified of changes. Though the reporting of the previous situation is different, the bottom line is we, santa flight engineer tower, need to know about procedural changes before they are in place.

Narrative: TODAY WE WERE AGAIN NOTIFIED BY A PLT THAT WE HAVE NEW SID PROCS IN PLACE. ATTACHED YOU WILL FIND A HISTORY OF NOT BEING NOTIFIED OF CHANGES.
