Narrative:
Airways clearance received from sdq tower did not include transponder squawk. We were cleared to takeoff from runway 35 sdq with kodix 2 departure. The transponder code would be given after the 5 mi DME, from cdo on W-4. The departure was complied with exactly. Shortly after the DME/cdo, sdq departure asked for our altitude, which was 4300 ft. He then asked inbound air carrier Y their altitude. Which was 13500 ft. He then asked if we were joining A-554, we replied not yet but would be shortly. He then asked air carrier Y his DME from cdo. They replied '30 something'?? All of this led us to think air carrier Y was inbound on W-4, he wasn't. They were in fact inbound on A-554. A min passed then we joined A-554. At this point we got a TA from our TCASII. It was apparent that we would pass clear of air carrier Y. End of event.
