Narrative:
A fire in the northwest quadrant of the airport. A cessna was cleared to land on 9L. A PA-28 departed runway 4 and requested an immediate landing and asked for runway 27R, and cleared to land. The cessna appeared to be landing on 9R, but was flying south of the final of runway 9L due to smoke from the fire. The PA-28 landed, and as he was turning off, the cessna crossed the threshold and landed runway 9L.
