Narrative:
Upon departure from NAS glenview runway 31, while under positive radar control on assigned heading of 350 degrees, was notified by ATC of an 'aircraft at 1 O'clock, indicating 1800 fl MSL.' forward observer acquired target visually within 30 seconds and notified flight station. Crew observed aircraft closing rapidly on a constant bearing. We were climbing to 2000 ft MSL, and first saw the aircraft as we passed through 900 ft MSL. As we reached 1500 ft MSL, PIC took evasive action via a descent on heading. When crew observed other aircraft (appeared to be a piper warrior, with blue over white/beige paint) passed 400 to 500 ft directly over forward observer's station. At no time did it appear that the warrior made any type of maneuver. ATC reported that the aircraft was not in radio contact with approach.

Narrative: UPON DEP FROM NAS GLENVIEW RWY 31, WHILE UNDER POSITIVE RADAR CTL ON ASSIGNED HDG OF 350 DEGS, WAS NOTIFIED BY ATC OF AN 'ACFT AT 1 O'CLOCK, INDICATING 1800 FL MSL.' WHEN CREW OBSERVED OTHER ACFT (APPEARED TO BE A PIPER WARRIOR, WITH BLUE OVER WHITE/BEIGE PAINT) PASSED 400 TO 500 FT DIRECTLY OVER FORWARD OBSERVER'S STATION. AT NO TIME DID IT APPEAR THAT THE WARRIOR MADE ANY TYPE OF MANEUVER. ATC RPTED THAT THE ACFT WAS NOT IN RADIO CONTACT WITH APCH.
