Narrative:
Air carrier X was climbing to FL310 when he stated he had an oil pressure light on and was declaring an emergency. He stated he needed to return to the airport he had just departed. Coordination then occurred between radar controller at cofield and with orf approach. I was working radar at orf high. The aircraft was given a descent clearance to 17000 ft and communication were switched to orf approach. During the descent clearance, he was in fkn sector airspace, where they had a sbound aircraft at 17000 ft. I then called orf approach to inform them of the aircraft to have them stop the air carrier X at FL180. But they stated the air carrier X was way clear of air carrier Y. Separation was lost, 4.1 NM and 500 ft.

Title: ACR DECLARED AN EMER AND WAS GIVEN DSCNT TO LOWER ALT WITHOUT ALL THE PROPER COORD BEING ACCOMPLISHED AND HAD LTSS WITH ANOTHER ACR.
Narrative: ACR X WAS CLBING TO FL310 WHEN HE STATED HE HAD AN OIL PRESSURE LIGHT ON AND WAS DECLARING AN EMER. HE STATED HE NEEDED TO RETURN TO THE ARPT HE HAD JUST DEPARTED. COORD THEN OCCURRED BTWN RADAR CTLR AT COFIELD AND WITH ORF APCH. I WAS WORKING RADAR AT ORF HIGH. THE ACFT WAS GIVEN A DSCNT CLRNC TO 17000 FT AND COM WERE SWITCHED TO ORF APCH. DURING THE DSCNT CLRNC, HE WAS IN FKN SECTOR AIRSPACE, WHERE THEY HAD A SBOUND ACFT AT 17000 FT. I THEN CALLED ORF APCH TO INFORM THEM OF THE ACFT TO HAVE THEM STOP THE ACR X AT FL180. BUT THEY STATED THE ACR X WAS WAY CLR OF ACR Y. SEPARATION WAS LOST, 4.1 NM AND 500 FT.
