Narrative:
Cleared for approach 060 degree heading to NDB, maintain 2000 ft, contact tower. With tower (problem started) good identify on NDB, good needle then noticed LORAN showing approximately 3 mi north of NDB (no reversal in needle). Then got reversal and ZJX notified tower of me being north of NDB. Contacted me, I confirmed north and was intercepting outbound, bearing 107 fly that 1 min, then turned procedure turn inbound. Still showing north of course, got established 287 inbound, started descent and broke out 1600 ft VFR but was north of course. Tower canceled IFR for me and I approached airport from north 2 mi and entered crosswind to runway 28 and landed. I was blown with wind at 200/10 to north, but was correcting and was thankful I broke out to VFR. In retrospect, should have missed at non NDB reversal.

Narrative: CLRED FOR APCH 060 DEG HDG TO NDB, MAINTAIN 2000 FT, CONTACT TWR. WITH TWR (PROB STARTED) GOOD IDENT ON NDB, GOOD NEEDLE THEN NOTICED LORAN SHOWING APPROX 3 MI N OF NDB (NO REVERSAL IN NEEDLE). THEN GOT REVERSAL AND ZJX NOTIFIED TWR OF ME BEING N OF NDB.
