Narrative:
We were climbing out from runway 36 dca. Departure control cleared us to climb to 17000. We were visually tracking up the potomac. ATC advised that we had traffic off to the left at 3500 ft, then immediately said the traffic (a C-172, I believe) was going to pass in front of us and to level off at 3000. We were at 2700 ft and climbing 4000 FPM plus. At that time the TCASII started going off with a 'descend, descend' RA. A rapid negative 'G' pushover was initiated and we started down. Traffic passed directly overhead at 3500. We were approximately 2800 when they passed, nearly head-on. (They were in a right 180 degree turn at the time.) we questioned ATC about if they were talking to that 172, and they said, 'yes,' but that it was the west sector, not him. It is the reporter's opinion that we should have been cleared to 3000 initially. The other aircraft should have been kept well clear of the departure corridor. It should have been on the same controller as our aircraft.

Title: POTENTIAL CONFLICT? TOO CLOSE IN ANY EVENT. C-172 ON COLLISION COURSE WITH DEP ACR TFC IN TCA/B AIRSPACE WHILE TALKING WITH W SECTOR OF DCA APCH CTL.
Narrative: WE WERE CLBING OUT FROM RWY 36 DCA. DEP CTL CLRED US TO CLB TO 17000. WE WERE VISUALLY TRACKING UP THE POTOMAC. ATC ADVISED THAT WE HAD TFC OFF TO THE L AT 3500 FT, THEN IMMEDIATELY SAID THE TFC (A C-172, I BELIEVE) WAS GOING TO PASS IN FRONT OF US AND TO LEVEL OFF AT 3000. WE WERE AT 2700 FT AND CLBING 4000 FPM PLUS. AT THAT TIME THE TCASII STARTED GOING OFF WITH A 'DSND, DSND' RA. A RAPID NEGATIVE 'G' PUSHOVER WAS INITIATED AND WE STARTED DOWN. TFC PASSED DIRECTLY OVERHEAD AT 3500. WE WERE APPROX 2800 WHEN THEY PASSED, NEARLY HEAD-ON. (THEY WERE IN A R 180 DEG TURN AT THE TIME.)
