Narrative:
Mr. X, owner pilot, was flying beech baron. Mr. Y, an instructor, was in right front seat. Pilot was flying well on a training flight (IFR) which included emergency procedures. Beech baron was on 12 mi final and announced to orlando executive tower that it intended to land straight in on runway 25 (VOR DME 25) with a simulated emergency, right engine was feathered. Was cleared to land. Owner pilot per training procedure lowered landing gear. Landing gear down lock lights did not come on. At approximately missed approach point at MDA, about 500 ft, we announced a missed approach. Left operating engine was advanced to takeoff power. Aircraft was maintained at vyse blue line indicated airspeed. We initially failed to climb, in fact, lost a couple hundred ft altitude when maintaining proper airspeed control. With landing gear extended and right engine feathered, aircraft was not climbing. Aircraft was flown under control to approximately 200 ft AGL 1/2 mi beyond departure end of runway 25. Decision was made to start right engine and climb out using both engines at takeoff power. Gear was not immediately retracted because of manual extension. Unable to move landing gear from down (unlocked) position. Did not know status of landing mechanism. Right engine unfeathering accumulator did not work. (Feathered engine procedure with unfeathering accumulator was tested satisfactorily at altitude of 5000 ft first). Started right engine using starter. Right engine operated normally and with both engines operating, flew to safe altitude, departed pattern. Tested system (landing gear) all normal. Cleared to land, normal safe landing. Emergency crash crews were not called for landing since all system normal at landing.

DID NOT KNOW STATUS OF LNDG MECHANISM. R ENG UNFEATHERING ACCUMULATOR DID NOT WORK. (FEATHERED ENG PROC WITH UNFEATHERING ACCUMULATOR WAS TESTED SATISFACTORILY AT ALT OF 5000 FT FIRST). STARTED R ENG USING STARTER. R ENG OPERATED NORMALLY AND WITH BOTH ENGS OPERATING, FLEW TO SAFE ALT, DEPARTED PATTERN. TESTED SYS (LNDG GEAR) ALL NORMAL. CLRED TO LAND, NORMAL SAFE LNDG. EMER CRASH CREWS WERE NOT CALLED FOR LNDG SINCE ALL SYS NORMAL AT LNDG.
