Narrative:
Aircraft was deiced and taxied to runway 5 upon completion of holdover time, as per flight operations manual of company. Surfaces were inspected and found to be clear of contamination. Takeoff was completed and uneventful (after additional inspections of the representative surfaces). FAA was notified of a 'holdover' for deicing violation of company policy. The aircrew followed company procedures and policies to exacting detail and found the aircraft to be airworthy at the time of takeoff. No in-flight problems were noted by the aircrew. Callback conversation with reporter revealed the following information: reporter states there was an FAA representative on the ramp who observed and timed the deicing procedure. He was not however aware of the company procedure which allows for an inspection of the surfaces to extend beyond that time limit. Reporter has spoken with local FAA representative at length. He cannot say if the matter will be carried any further.

Title: QUESTION OF EXCEEDING HOLDOVER TIME AFTER DEICE.
Narrative: ACFT WAS DEICED AND TAXIED TO RWY 5 UPON COMPLETION OF HOLDOVER TIME, AS PER FLT OPS MANUAL OF COMPANY. SURFACES WERE INSPECTED AND FOUND TO BE CLR OF CONTAMINATION. TKOF WAS COMPLETED AND UNEVENTFUL (AFTER ADDITIONAL INSPECTIONS OF THE REPRESENTATIVE SURFACES). FAA WAS NOTIFIED OF A 'HOLDOVER' FOR DEICING VIOLATION OF COMPANY POLICY. THE AIRCREW FOLLOWED COMPANY PROCS AND POLICIES TO EXACTING DETAIL AND FOUND THE ACFT TO BE AIRWORTHY AT THE TIME OF TKOF. NO INFLT PROBS WERE NOTED BY THE AIRCREW. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THERE WAS AN FAA REPRESENTATIVE ON THE RAMP WHO OBSERVED AND TIMED THE DEICING PROC. HE WAS NOT HOWEVER AWARE OF THE COMPANY PROC WHICH ALLOWS FOR AN INSPECTION OF THE SURFACES TO EXTEND BEYOND THAT TIME LIMIT. RPTR HAS SPOKEN WITH LCL FAA REPRESENTATIVE AT LENGTH. HE CANNOT SAY IF THE MATTER WILL BE CARRIED ANY FURTHER.
