In sum: reporter states that on 2 different evening shifts staffing was inadequate and management would not call overtime. This led to position of operation being combined. Additionally the traffic management controller released aircraft knowing other aircraft were holding and declaring fuel emergency. Air carrier X declared fuel emergency and landed with 8 mins fuel.

Narrative: IN SUM: RPTR STATES THAT ON 2 DIFFERENT EVENING SHIFTS STAFFING WAS INADEQUATE AND MGMNT WOULD NOT CALL OVERTIME. THIS LED TO POS OF OP BEING COMBINED.
