Narrative:
Citation jet at FL350, sbound south of sat, requested FL260. X was assigned FL260. In my judgement, X was laterally separated from air carrier Y at FL330 northbound, south of sat. Conflict alert was activated and was then apparent lateral separation did not exist. X assigned 40 degree right turn and climb to FL350. Y issued 40 degree right turn, using wrong call sign, Y, then issued descent to FL310. At this time Y advised responding to TCASII RA and was climbing. This maneuver might have been a factor in losing standard separation.

Narrative: CITATION JET AT FL350, SBOUND S OF SAT, REQUESTED FL260. X WAS ASSIGNED FL260. IN MY JUDGEMENT, X WAS LATERALLY SEPARATED FROM ACR Y AT FL330 NBOUND, S OF SAT. CONFLICT ALERT WAS ACTIVATED AND WAS THEN APPARENT LATERAL SEPARATION DID NOT EXIST. X ASSIGNED 40 DEG R TURN AND CLB TO FL350. Y ISSUED 40 DEG R TURN, USING WRONG CALL SIGN, Y, THEN ISSUED DSCNT TO FL310. AT THIS TIME Y ADVISED RESPONDING TO TCASII RA AND WAS CLBING. THIS MANEUVER MIGHT HAVE BEEN A FACTOR IN LOSING STANDARD SEPARATION.
