Narrative:

While on the 'sound visual approach' to hpn at 3000 ft altitude and approximately 8 NM east of the airport, a VFR intruder was apparently climbing rapidly under us. We then received a TA. We attempted to visually sight the aircraft. We were unable to see the intruder. We then received a 'climb, climb, climb' RA with a vertical speed of 2000 FPM displayed on the TCASII. We did not get a 'clear of conflict' until approximately 3700 ft. This caused an altitude incursion as an air carrier Z B-727 was above us at 4000 ft and off to our right by approximately 1/2 - 1 mi.

Title: FLC OF A CPR MDT JET ACFT DEVIATED FROM ASSIGNED APCH ALT IN RESPONSE TO A TCASII RA RESULTING IN CAUSING LTSS FROM ANOTHER (3RD) ACFT.

Narrative: WHILE ON THE 'SOUND VISUAL APCH' TO HPN AT 3000 FT ALT AND APPROX 8 NM E OF THE ARPT, A VFR INTRUDER WAS APPARENTLY CLBING RAPIDLY UNDER US. WE THEN RECEIVED A TA. WE ATTEMPTED TO VISUALLY SIGHT THE ACFT. WE WERE UNABLE TO SEE THE INTRUDER. WE THEN RECEIVED A 'CLB, CLB, CLB' RA WITH A VERT SPD OF 2000 FPM DISPLAYED ON THE TCASII. WE DID NOT GET A 'CLR OF CONFLICT' UNTIL APPROX 3700 FT. THIS CAUSED AN ALT INCURSION AS AN ACR Z B-727 WAS ABOVE US AT 4000 FT AND OFF TO OUR R BY APPROX 1/2 - 1 MI.
