Narrative:
We received a clearance to cross 85 mi south of ric at FL270 -- we were at FL330. The clearance was given at approximately 120-130 mi out. At the same time, we had a fuel pump problem. About 95 mi out the controller said, 'say altitude leaving.' we started a 4000-5000 FPM descent. At 83 mi, the controller asked us to report out of FL280, we stated that we were already out of 280, in fact we were at FL270. The crossing restr was given too early for a non FMS airplane and we had a distraction.

Title: MLG MISSES XING RESTR, HAS FUEL PUMP PROB.
Narrative: WE RECEIVED A CLRNC TO CROSS 85 MI S OF RIC AT FL270 -- WE WERE AT FL330. THE CLRNC WAS GIVEN AT APPROX 120-130 MI OUT. AT THE SAME TIME, WE HAD A FUEL PUMP PROB. ABOUT 95 MI OUT THE CTLR SAID, 'SAY ALT LEAVING.' WE STARTED A 4000-5000 FPM DSCNT.
