Narrative:
On EMI2 arrival, level at 11000 ft, 290 KTS, we got a TA on TCASII. A target showed 12 O'clock and 3-4 mi below us opposite direction. We had no visual contact even though it was a bright clear day. At the time, the target was 1000 ft below us and level. Then he started to climb. The TA went to an RA 'climb, climb.' the first officer was flying and we immediately complied with TCASII. The first officer saw the aircraft out of his window as maneuver was being performed. He said it was a twin engine aircraft with a 'T' tail in a 20-30 degree banked turn to miss us. The first officer said 'we would have impacted had we not started a go around.' ATC issued no advisories. ATC was aware of problem after I told him we had departed our assigned altitude for TCASII RA. He then saw a VFR target 400 ft below us. We filed a 'near midair collision report.' we are very thankful for TCASII.

Title: ANOTHER 'KUDO' FOR TCASII IN FLC RPTED NMAC.
Narrative: ON EMI2 ARR, LEVEL AT 11000 FT, 290 KTS, WE GOT A TA ON TCASII. A TARGET SHOWED 12 O'CLOCK AND 3-4 MI BELOW US OPPOSITE DIRECTION. WE HAD NO VISUAL CONTACT EVEN THOUGH IT WAS A BRIGHT CLR DAY. AT THE TIME, THE TARGET WAS 1000 FT BELOW US AND LEVEL. THEN HE STARTED TO CLB. THE TA WENT TO AN RA 'CLB, CLB.' THE FO WAS FLYING AND WE IMMEDIATELY COMPLIED WITH TCASII. THE FO SAW THE ACFT OUT OF HIS WINDOW AS MANEUVER WAS BEING PERFORMED. HE SAID IT WAS A TWIN ENG ACFT WITH A 'T' TAIL IN A 20-30 DEG BANKED TURN TO MISS US. THE FO SAID 'WE WOULD HAVE IMPACTED HAD WE NOT STARTED A GAR.' ATC ISSUED NO ADVISORIES. ATC WAS AWARE OF PROB AFTER I TOLD HIM WE HAD DEPARTED OUR ASSIGNED ALT FOR TCASII RA. HE THEN SAW A VFR TARGET 400 FT BELOW US. WE FILED A 'NMAC RPT.' WE ARE VERY THANKFUL FOR TCASII.
