Narrative:
The flight crew had an aircraft swap at charlotte with the flight already 15 mins late and the gate pressuring to board. First officer completed the walk around, copied the ATIS, received IFR clearance and finished the weight balance. Meanwhile the captain went on and started the #2 engine and didn't request the before start checklist. After the paperwork was complete and aircraft was closed up we started #1 engine and taxied out and were cleared onto the runway when the first officer saw that the aircraft had not been fueled. At this time the crew returned to the gate for the proper fuel and the flight was completed normally and safely.

Title: ACR MDT DEPARTS GATE WITHOUT EXPERIENCING THE JOYS OF A RAMP OP GND REFUELING PROC.
Narrative: THE FLC HAD AN ACFT SWAP AT CHARLOTTE WITH THE FLT ALREADY 15 MINS LATE AND THE GATE PRESSURING TO BOARD. FO COMPLETED THE WALK AROUND, COPIED THE ATIS, RECEIVED IFR CLRNC AND FINISHED THE WT BAL. MEANWHILE THE CAPT WENT ON AND STARTED THE #2 ENG AND DIDN'T REQUEST THE BEFORE START CHKLIST. AFTER THE PAPERWORK WAS COMPLETE AND ACFT WAS CLOSED UP WE STARTED #1 ENG AND TAXIED OUT AND WERE CLRED ONTO THE RWY WHEN THE FO SAW THAT THE ACFT HAD NOT BEEN FUELED. AT THIS TIME THE CREW RETURNED TO THE GATE FOR THE PROPER FUEL AND THE FLT WAS COMPLETED NORMALLY AND SAFELY.
