Narrative:
While climbing out of 8w5 airport towards ouc, then on to mph and des, cre, I called cherry point approach to get IFR clearance. I was approximately 1 mi out over ocean in the pamplico B MOA. Controller inferred I was in some type of restr airspace. I was not in the restr airspace.
