Narrative:
I accepted a radar handoff on small aircraft X, BE33, inbound to miami international at 2500! I observed his mode C indicating 2700 ft and asked X to verify level at 2500. He advised that he was level at 2500 ft. Air carrier Y, B727, advised me he had a TCASII RA and climbed to 3400 ft. I advised Y that the traffic was level at 2500 and Y descended back to 3000 ft. I then observed X mode C indicating 2800 ft and once again asked him to verify level at 2500. He advised he was descending to 2500 ft. I then asked him if he had been level at 2500 when I inquired previously and he stated ' it was more like 2700 ft.' I advised him his assigned altitude was 2500 and that it was necessary to maintain it for separation purposes in class B airspace. I issued a turn to X and once again instructed him to maintain 2500 ft. I then observed X turn swbound, mode C indicating descent, X leveled at 2200 ft, and I once again asked him his altitude. He advised he was level at 2300 ft. I instructed him to climb to 2500 ft, and asked him to call the facility when on the ground. X advised he was caught in an air pocket, and that it was very hazy. I asked him to verify he was in VFR conditions and his response was 'I am now.' X did not respond to several xmissions, but finally landed safely. X also caused difficulties when he departed mia approximately 30 mins later. The pilot of X advised the supervisor on duty when he called that he was not used to flying into high density airports and further advised he had just been diagnosed with terminal cancer. He should not have been flying under these conditions. Miami approach is busy enough under normal circumstances. We later learned that X tried to depart from a taxiway when leaving fmy for mia.

Narrative: I ACCEPTED A RADAR HDOF ON SMA X, BE33, INBOUND TO MIAMI INTL AT 2500! I OBSERVED HIS MODE C INDICATING 2700 FT AND ASKED X TO VERIFY LEVEL AT 2500. HE ADVISED THAT HE WAS LEVEL AT 2500 FT. ACR Y, B727, ADVISED ME HE HAD A TCASII RA AND CLBED TO 3400 FT. I ADVISED Y THAT THE TFC WAS LEVEL AT 2500 AND Y DSNDED BACK TO 3000 FT. I THEN OBSERVED X MODE C INDICATING 2800 FT AND ONCE AGAIN ASKED HIM TO VERIFY LEVEL AT 2500. HE ADVISED HE WAS DSNDING TO 2500 FT. I THEN ASKED HIM IF HE HAD BEEN LEVEL AT 2500 WHEN I INQUIRED PREVIOUSLY AND HE STATED ' IT WAS MORE LIKE 2700 FT.' I ADVISED HIM HIS ASSIGNED ALT WAS 2500 AND THAT IT WAS NECESSARY TO MAINTAIN IT FOR SEPARATION PURPOSES IN CLASS B AIRSPACE. I ISSUED A TURN TO X AND ONCE AGAIN INSTRUCTED HIM TO MAINTAIN 2500 FT. I THEN OBSERVED X TURN SWBOUND, MODE C INDICATING DSCNT, X LEVELED AT 2200 FT, AND I ONCE AGAIN ASKED HIM HIS ALT. HE ADVISED HE WAS LEVEL AT 2300 FT. I INSTRUCTED HIM TO CLB TO 2500 FT, AND ASKED HIM TO CALL THE FACILITY WHEN ON THE GND. X ADVISED HE WAS CAUGHT IN AN AIR POCKET, AND THAT IT WAS VERY HAZY. I ASKED HIM TO VERIFY HE WAS IN VFR CONDITIONS AND HIS RESPONSE WAS 'I AM NOW.' X DID NOT RESPOND TO SEVERAL XMISSIONS, BUT FINALLY LANDED SAFELY. X ALSO CAUSED DIFFICULTIES WHEN HE DEPARTED MIA APPROX 30 MINS LATER. THE PLT OF X ADVISED THE SUPVR ON DUTY WHEN HE CALLED THAT HE WAS NOT USED TO FLYING INTO HIGH DENSITY ARPTS AND FURTHER ADVISED HE HAD JUST BEEN DIAGNOSED WITH TERMINAL CANCER. HE SHOULD NOT HAVE BEEN FLYING UNDER THESE CONDITIONS. MIAMI APCH IS BUSY ENOUGH UNDER NORMAL CIRCUMSTANCES. WE LATER LEARNED THAT X TRIED TO DEPART FROM A TXWY WHEN LEAVING FMY FOR MIA.
